complimentary keys vs. k/sec

We are setting up a web page to report statistics
on mtu.edu's machines. However, we are wondering whether
the correct rate is 2^29 / time or 2^30 / time. When
the client reports 2^29 complimentary keys, are there
actually 2^30 keys being tested? Any help would
be appreciated.
