The code I just posted solves your problem, though like this:

Client-->deschall-u2t-->HTTP_proxy_server-->deschall-t2u-->keyserver

In some firewall configurations, the HTTP proxy server might have to
talk to some other stuff before it can get to the outside, but at that
point, things are pretty seamless, and it doesn't matter how stuff
gets from the proxy server to the outside world.
