This is a good chance to educate people about the difference between
load average and the availability of CPU resources. Just because the
load average is 1.0 doesn't mean that a machine will be noticeably
slower to other users. That's what nice is all about. It's suprising
how many people don't understand this.

Phrase it this way: "if the load average is below 1.0 then we're
wasting the CPU power". Or show them the CPU time consumed by the idle
task and ask them why they're not upset about that.
