Script for client loading

I saw somebody mention here earlier about a script he wrote that would
start/stop the client based on the load of the machine. Can he send me
the script?

We have alot of idle workstation time, but when they are being used, we
obviously have more important things to do, so the client would need to stop
or go way, way down in priority. This can't be based on whether somebody
is logged in or not, since most stay logged in all the time. Can this be
done based on CPU load? Ideally, if all processes were idle/sleep, then
the deschall client would run. If somebody sits down and starts working,
deschall would stop or deprioritize.

BTW, thanks to all for offers of help on that PERL script, but I found a
fellow employee that has a gateway running already. Yes, apparently
PERL4 is what is installed here.
