OSF3.2 version outside of US?

I would certainly not want to encourage anyone to violate a law, but
has the DESchall client leaked out of the US already?

Or is there a version that can use the SSLeay libraries (which I already
have)? I have access to a number of DEC Alphas running OSF1v3.2 and v4.0.
