Have you installed the kernel32.dll patch that fixes Win95's resource leak
associated with Windows Sockets? From the MS WebSite: "Without this
update, running a Windows Sockets application over a long period of time,
especially one which opens and closes a large number of sockets, will
result a significant resource drain."

There are also several other patches that aren't included in the service
