To get one occasionally, or even in groups isn't a big deal. UDP
doesn't have guaranteed packet delivery, so sometimes the keyserver
just won't get the data from our gateway. In these cases, the client
will see that it didn't get a reply, hang around a while, and try
again.

This is only problematic if it goes on for fairly extended periods of
time.
