Short Answer: Sorry, it won't run.

Long Answer: If the Perl5 port for Windows 95 is good enough, you may be
able to remove the fork() calls and get it running. This is untested, but
it is documented in the code on how to do it. If you're not familiar with
Perl, this is highly discouraged.

Best solution: Call/email a tech person at your ISP. Explain the problem,
and see if they can poke a hole in their firewall.
"keymaster.verser.frii.com", port 8669, is where the UDP packets are
going.
